MEET OUR TEAM

 ​The mission of the Clarksville Economic Development Alliance (CEDA) is to promote business expansion in the Clarksville area that builds a stronger, more diversified economy and increases the economic vitality and wealth of our community. 

Our combined professional experience and intimate knowledge of Clarksville allows us to pool resources and find solutions in the economic development process.

Stephen Houserman - Economic Developer for the City of Clarksville
ECONOMIC DEVELOPER
Born in Upstate New York, Steve Joined the U.S. Marines at 18 and served 8 years in Logistics and Infantry. He later earned his BA in Political Science & Economics from the University of the Ozarks and received a Graduate Certificate from George Mason University  at the Institute on Economics and International Affairs. 

His past experience includes  syndicated journalism, public relations, government affairs, campaigning, and marketing. 

Steve is a resident of Clarksville and currently functions as  the Economic Developer for the City.

Deb Castleman - Realtor at Moore Realty and former professor at University of the Ozarks in Clarksville, Arkansas
REALTOR/EDUCATOR
Deb Castleman is a well-known realtor at Moore & Co., Realtors in the City of Clarksville with over 20 years of licensed experience. Her in-depth knowledge on local investment, commercial, and residential properties is a huge asset not only to the City of Clarksville but for any client that employs her service.

Deb is also responsible for facilitating many commercial real estate deals that have helped incentivize economic development and private sector growth in Clarksville.

She has a B.S. in Agriculture and also served 20 years as a Math and Science educator in the Jones Learning Center at the University of the Ozarks.

Jason James  - Banker at Centennial Bank in Clarksville, Arkansas

Jason James is a life-long Johnson County resident and  graduate of Arkansas Tech University with degree in Agricultural Business. He has worked in banking and finance for the past 28 years and currently serves as the Market President of Centennial Bank in Clarksville. 

Jason has served as a member of the Lamar School Board, Clarksville – Johnson County Chamber of Commerce Past President, Director for East Johnson County Water Users Assn., Rotary Club Past President, and as a member of the Clarksville Regional Economic Development Organization.

Healthcare administrator/state rep.
​​Aaron Pilkington is the current Arkansas State Representative for District 69, representing both Johnson and Pope Counties. He is currently on the Insurance and Commerce Committee as well as the Revenue and Tax Committee. 

​He is a graduate of Washington and Jefferson College with BA in Business Administration and UAMS with a Masters in Healthcare Administration. He has worked for various Healthcare entities in Arkansas, both For Profit and Non-Profit.
With extensive knowledge on construction and building codes, he serves a crucial role within our city by providing businesses and residents with guidance on remodels, new construction, and potential purchases of developed property.

JoCO Library Branch Manager
Amy Wallace graduated from the UofO in May of 2017 as an English major and Political Science minor. Upon graduating, she continued her education and earned her Master’s Degree in Library and Information Science from San Jose State University. Today, she serves as the Johnson County Public Library Branch Manager and is happy to call Clarksville, AR home once again.

Van Hill - Realtor at Century 21 and contractor in Clarksville, Arkansas
RealTor/contractor
Van Hill, a UT-Arlington graduate with a BBA in Finance and Economics is a well-known realtor with Century 21, contractor, and business owner in Clarksville. His work has spurred economic development around the local area and facilitated large projects such as the recruitment of a new Love’s Travel Center, the Access Medical Clinic, and Axcela Inc.

He has functioned as a licensed residential & commercial contractor and constructed multiple new residential homes in and around Clarksville.

Van has been a leader in the Rotary Club since 2001 and previously served as a board member on the Johnson County Chamber of Commerce, as well as the President of the Clarksville Regional Economic Development Organization.

Cody Graham, City inspector for the city of Clarksville, Arkansas
CITY INSPECTOR
Cody Graham is a born-and-raised resident of Clarksville with a degree in Criminal Justice from Connors State College. After obtaining his Associate’s, he began working for the Johnson County Sheriff’s office as a Jailer in 2012. Cody later worked as a Poultry Farm Operations Manager for 4 years before becoming Clarksville’s City Inspector. He is a certified building inspector with state licenses in HVAC, electric, and plumbing.

With extensive knowledge on construction and building codes, he serves a crucial role within our city by providing businesses and residents with guidance on remodels, new construction, and potential purchases of developed property.

CCU Business Director
Barry Sellers has been with Clarksville Connected Utilities since 2020. He is a member of the executive team reporting to the General Manager and attending Commission meetings. He has over 20 years of experience in marketing and public relations including in the areas of community and economic development. 

As Business Development Director, Barry is responsible for the marketing and public relations for CCU’s Fiber, Internet, Telephone, Electric, Water, Sewer and other Services to Clarksville Area residents. He and the many dedicated CCU employees are working on bringing local, affordable and reliable high speed internet, phone and streaming to Clarksville Area residential and business customers right now!
