NOTICE IS HEREBY GIVEN that a public hearing will be held at the time and place set forth below before the Mayor and City Council of the City of Clarksville, Arkansas (the “City”), on the question of the issuance of not to exceed $50,000,000,000 in aggregate principal amount of Taxable Industrial Development Revenue Bonds (Hatchbo LLC Project), Series 2026 (the “Bonds”), by the City under the authority of Amendment 65 to the Constitution of the State of Arkansas and Act No. 9 of the First Extraordinary Session of the Sixty-Second General Assembly of the State of Arkansas, approved January 21, 1960, as amended. The Bond will be issued to provide financing for the acquisition and installation of machinery, equipment and other tangible personal property components (and maintenance and repair parts related thereto) and real property and fixtures for data center and associated facility operations (the “Project”), all of such property to be located on approximately 205 acres located at 101 Tech River Valley Road within the corporate boundaries of the City. The Project will be completed over a period of approximately eighteen years and will be owned by the City and leased to Hatchbo LLC, a Delaware limited liability company (the “Company”), or an affiliate thereof, as appropriate, pursuant to a lease agreement or lease agreements providing for rental payments by the Company sufficient in amount to provide for the payment of principal, premium, if any, and interest on the Bonds.

Any persons interested may express their views, both orally and in writing, on the proposed issuance of the Bonds and on the location and nature of the improvements to be financed thereby before the Mayor and City Council at a public hearing to be held on July 13, 2026, at 5:45 p.m., in the Conference Room of the Clarksville City Hall, 205 Walnut Street, Clarksville, Arkansas. At such hearing, all objections and suggestions will be heard and considered, and such action will be taken as is deemed proper in response to said suggestions and objections.

NOTICE IS HEREBY GIVEN that a public hearing will be held at the time and place set forth below before the Mayor and City Council of the City of Clarksville, Arkansas (the “City”), on the question of the issuance of not to exceed $5,000,000,000 in aggregate principal amount of Taxable Industrial Development Revenue Bonds (SF ARK1, LLC Project), Series 2026 (the “Bonds”), by the City under the authority of Amendment 65 to the Constitution of the State of Arkansas and Act No. 9 of the First Extraordinary Session of the Sixty-Second General Assembly of the State of Arkansas, approved January 21, 1960, as amended. The Bonds will be issued to provide financing for the acquisition of land and construction of buildings and the acquisition, construction and installation of other real and personal property components of facilities thereon for data center and associated facility operations (collectively, the “Project”), all of such property to be located on approximately 205 acres located at 101 Tech River Valley Road within the corporate boundaries of the City. The Project will be completed over a period of approximately three years and will be owned by the City and leased to SF ARK1, LLC, a Delaware limited liability company (the “Company”), or an affiliate thereof, as appropriate, pursuant to a lease agreement or lease agreements providing for rental payments by the Company sufficient in amount to provide for the payment of principal, premium, if any, and interest on the Bonds.

THE JUNE 25, 2026 PLANNING AND ZONING COMMISSION HAS BEEN RESCHEDULED FOR JULY 2, 2026

The Clarksville Planning Commission will hold a public hearing on July 2, 2026 at 6:00 pm, on a request for a Special Permit to allow a RV Park in a C3 on the following described lands:

Copy of full legal description available at City Hall, properties located at Palmer Rd & Poplar Street, Clarksville AR and 1304 South Rogers, Clarksville AR

There will also be a public hearing regarding a variance request for a property located at 1103 S. Crawford. Applicant is requesting approval of a driveway width of 55' in lieu of the maximum 40' permitted by the current zoning regulations.

The hearing will be held at City Hall located at 205 Walnut Street, Clarksville AR 72830
